Ensure application limit changes are propagated to GitLab.com

As part of gitlab-org&1737, we have number of changes being implemented from the application development side.

We need to create a way to ensure that application changes, once deployed get logical correct values per GitLab.com if the default is not fully applicable to GitLab.com scale.
