Registry Fleet | Memory Starvation

From oncall handover meeting on 1/22, we have decided to create an issue for the Registry servers getting rebooted due to memory consumption. (Between the week of 1/15 - 1/22, 14 out of the 19 incidents were due to this).

The next thing we talked about possibly doing is doing profiling on the registry server(s) since the issues have been happening more and more frequently and see if we can identify the source of the memory leak.
