Double check the pgbouncer configurations for the applications between gprd and gstg

After the maintenance that was recently done for pgbouncer, we need to ensure that production and staging look the same. There's fear that the applications and sidekiq might be using different servers. Using the below issue as a reference, ensure that our configurations are solid.
