Week 2 - temporarily enable hashed storage for new projects on GitLab.com

• Flip the feature toggle to disable the migration when renaming/moving a project (this step listed is on the parent ticket)
• Enable the Hashed Storage option for 2 hours and monitor.
• After 2 hours disable the Hashed Storage option for new projects.
• Flip the feature toggle back to the initial state (this step listed is on the parent ticket)
