Ownage of forum.gitlab.com

I'd like the forum to have clearly defined owners. It'll make resolving issues with the forum somewhat easier because people would always know who to talk to.

@axil could be the designated Disqus Admin and someone from production could own the infrastructure that runs the forum. If there's no bandwidth in the production team, the infrastructure could be jointly managed by the Docs and CA teams.
