Investigate teleport pods hitting Google Cloud Storage rate limit

The teleport auth pods are occasionally hitting a Google Cloud Storage rate limit for mutation operations. This causes the pods to be unavailable and eventually crash. When they restart things seem to be working, leading to intermittent issues from the user perspective.

This has happened multiple times in the past week, so we need to investigate why that is.
