Migrate redis-pubsub deployment to ArgoCD

Overview

As part of the effort to decommission Tanka in favour of ArgoCD, we need to migrate the redis-pubsub to it.

Note: this deployment will be migrated from Kubernetes back to VMs in a somewhat near future, so this is low priority.

Criteria

• redis-pubsub is deployed by ArgoCD
• redis-pubsub has been removed from Tanka
