Migrate plantuml deployment to ArgoCD

Overview

As part of the effort to decommission Tanka in favour of ArgoCD, we need to migrate the plantuml to it.

Criteria

• plantuml is deployed by ArgoCD
• plantuml has been removed from Tanka
