Migrate woodhouse deployment to ArgoCD

Overview

As part of the effort to decommission Tanka in favour of ArgoCD, we need to migrate the woodhouse to it.

Note: this deployment needs to be updated automatically anytime a new registry.gitlab.com/gitlab-com/gl-infra/woodhouse image is published (https://gitlab.com/gitlab-com/gl-infra/woodhouse).

Criteria

• woodhouse is deployed by ArgoCD
• woodhouse has been removed from Tanka
• the woodhouse deployment is updated automatically for any new registry.gitlab.com/gitlab-com/gl-infra/woodhouse image
