Ensure Chef is restarted and working on console servers

During the change request issue, the console servers were highly stressed with the activity being performed. This in addition to chef running was really limiting the progress the change could make. So I disabled chef on console-01-ro in GPRD and I am trying to disable Chef on the RW console-01 VM.

We need to remember to re-enable Chef and verify it's converging ok on these VMs after the change is conducted.
