Add development documentation on ensuring rollbacks are considered for non DB changes as well

We currently have well defined guidance on DB related rollbacks. In this instance however a token hashing related change was introduced, issued tokens based on the new format when the rollback was done, and caused the incident. This scenario is uncommon and should be added to development docs
