Ongoing maintenance for our Chef node fleet

We should come up with a plan to proactively address issues that have been occurring due to our usage of Ubuntu focal on some nodes in our Chef fleet.

We have been seeing a number of incidents caused by removal of support now that Ubuntu focal support has elapsed as the 5 year long term support window has finished.
