Investigate serf: Shutdown without a Leave by Consul

Starting at approximately 09:28 we saw an apdex drop on the patroni-registry service for dns_lookups. This is due to failed dns lookups from consul and in the consul server logs at that time we see a bunch of serf: Shutdown without a Leave messages, that we think may be related.
