We created a short term fix for dealing with the package that is unavailable in https://gitlab.com/gitlab-com/gl-infra/chef-repo/-/merge_requests/6013 and https://gitlab.com/gitlab-com/gl-infra/chef-repo/-/merge_requests/6014. This is likely going to make it impossible for new chef run VMs to start upw ithout manual intervention. We need to fix this.
