Add pingdom alerts to incident.io

Support Needed
Currently, we have three automated sources of notifications for the engineers on call. Alertmanager sends notifications to Pagerduty and incident.io, but pingdom and deadmansnitch only send notifications to pagerduty. This means that when pingdom or deadmansnitch fire a notification, it doesn't create a triage incident since they are not going to incident.io.
- Can we set up Pingdom to also notify incident.io? If so, let's do it.
