Create low severity incidents for nodes with disabled chef-client

Requirements

Some of the nodes in our fleet have had chef-client disabled for a long time leaving the nodes in the non-safe unconverged state. We need to possibly create low severity non-paging incidents for such cases to react proactively to such events.
