Find out why we did not see update_gitaly job failures in f_upcoming_release

Release managers keep track of "Update Gitaly version" MRs such as gitlab-org/gitlab!188912 (closed) through the failures of update_gitaly CI jobs, that run on a pipeline schedule in the Ops mirror of the release/tools repository.

I don't see any such notifications in the channel for the past few hours. Investigate the reason and fix any problems.
