Disable GitLab Dedicated custom ApplicationSettings for Cells

Overview

As part of the configure stage, instrumentor runs a custom task to execute ApplicationSetting.last.update(gitlab_dedicated_instance: true)' and mark the instance as a GitLab Dedicated instance.

This step is not necessary on Cells as it will trigger custom behaviors designed for our Dedicated Offering.
