First draft of runbook for a regional recovery using the regional "bulkhead"
As discussed in the DR blueprint once the foundational work is complete (#25094 (closed) and #25095 (closed)) we will draft a new runbook that uses a new template similar to the one used for zonal recovery.
On completion, we will have a runbook that will allow us to test a regional recover of Gitaly into a new region.
