Decide single GCP project vs GCP project per Cell

Final decision

We will have one Cell per project. Doing this has numerous advantages such as better isolation between Cells, compatibility with existing Dedicated tooling, and per-project quotas are less of a concern.

Overview

Decide if we are going to create a GCP project per Cell vs having 1 project (for example gitlab-production) to host all the Cells.
