Can't run bcc tools on all Gitaly servers

Summary

We install https://github.com/iovisor/bcc on all Gitaly servers so that we can run ebpf tools, on some servers this is failing

Usually, because this has the wrong Linux headers installed, what is odd in file-44 they run just fine
