[Meta] Test Geo at a small scale

We need to perform tests by setting up a Geo instance that is at a lower scale than GitLab.com to assess how much performance can we drag out of it in a still environment.

For this, we need to build a separate staging-like environment in which we will sync a couple of repos to perform these tests.

This issue is blocked until https://gitlab.com/gitlab-org/gitlab-ee/issues/2224 is shipped in the package because we can only have a subset of repos in this staging environment as it is impossible to have all the 97TB of git repos in this secondary instance.

Previous Issue description:

Per conversations earlier today; we should set up Geo for staging.gitlab.com to quickly familiarize the Production team with the Geo product, and to help identify any issues with using it in production.
