Enable IPv6 support for registry.gitlab.com

Context

Support for IPv6 connections to the GitLab.com Container Registry has been requested a few times in gitlab-org/gitlab#247510 (closed).

Looking at past issues I found production#1644 (closed), which appears to be similar, but for GitLab Rails.
