Infra investigation followup: gitlab-shell intermittent Internal API Unreachable

Summary

gitlab-shell pods appear to have intermittent connectivity issues with the API, showing errors in the logs as:

Internal API unreachable: Get "http://gitlab-webservice-git.gitlab.svc:8181/api/v4/internal/authorized_keys?key=xxxx": dial tcp 10.65.252.91:8181: connect: connection refused

It's not known when these errors started occurring, but the earliest report we can detect goes as far as Oct 19.
