[GSTG] Setup backups for main cluster PG14

Setup the instance on PG14 to generate backups in a new bucket.

We could eventually use this strategy for rollback.

Please test the backups and the restore pipeline.

Acceptance criteria:

• Setup the environment for the backup
• test and execute a restore pipeline for the backup
