"Failed to create repository" error on Staging due to Gitaly timeouts

SRE Support Needed

QA tests have been failing on Staging main and Staging canary intermittently because repositories can't be created. It doesn't seem to be associated with a code change (the failures don't occur when running the tests against a fresh omnibus-gitlab install, or GDK, or GitLab.com).

The failures happening on Staging main are associated with this Sentry log: https://sentry.gitlab.net/gitlab/staginggitlabcom/issues/3278955/?environment=gstg

Could someone please take a look to see if there is a problem with the infrastructure?
