Add gstg-cny to the hot-patcher

As part of gitlab-org&6401 (closed) we've added a gstg-cny stage to sit before the main Stg stage in the GitLab.com deployment pipeline.

We need to update tools and documentation to include gstg-cny in the hot patch process https://ops.gitlab.net/gitlab-com/engineering/patcher
