Consume chef-server logs in Kibana

Currently all SREs have the ability to bypass the chef-repo Merge Request workflow and apply changes directly from their workstation. We trust in our team's criteria and good judgement, but from a security perspective it'd be appropriate to have better visibility into these actions.

I think /var/log/opscode/nginx/access.log on chef-01-inf-ops.c.gitlab-ops.internal is a good start of a log we could feed into Kibana, there might be others.
