Upgrade GitLab services and group projects to terraform v0.13

The latest major version of terraform (v0.13) has hit GA, and we should start planning to upgrade sooner rather than later, to avoid unnecessary tech debt. Luckily in this case, it doesn't appear that we'll have too many significant hurdles when upgrading (it certainly appears to be much more straightforward than the upgrade from 0.11 to 0.12).

This is a separate issue from https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/11224 but it would probably be a good idea to do them at the same time.
