The Incident Management Automation should use the template file located in the Production project

Current Situation

Currently we have two different templates for incident management issues in Production:

  1. Standard issue template: https://gitlab.com/gitlab-com/gl-infra/production/-/blob/master/.gitlab/issue_templates/incident.md
  2. Via IMA in Woodhouse: https://gitlab.com/gitlab-com/gl-infra/woodhouse/-/blob/master/pkg/slackapps/incident_issue_template.go

Deltas have already emerged and as the team moves to use the incident management tooling in GitLab we will begin to see incident issues with differences in content.

Desired Outcome

All applications generating incident issues in the Production project use https://gitlab.com/gitlab-com/gl-infra/production/-/blob/master/.gitlab/issue_templates/incident.md
