Move staging to the ARM environment

This ensures we have faster disks, making it easier to restore production from staging data. This also makes it easier/faster to set up PostgreSQL replicas as synchronising data will be much faster.

@jnijhof I have assigned this to you since you were mostly involved in moving things over to ARM if I remember correctly. Feel free to re-assign if necessary.
