Migrate CI Prometheus to Kubernetes

We currently run Prometheus for monitoring CI nodes on somewhat hand-managed Prometheus instances. They are in Chef, but have no terraform. They also run stand-alone with no HA. They also use old-school public hostnames with a non-Google IAP proxy.

Let's move this service to Kuberentes
