Use Renovate bot to bump Runway version in service projects

Problem

Currently, it's cumbersome to manually update the Runway CI template in each service project e.g. gitlab-org/modelops/code-suggestions-model-evaluation/model-evaluator!54 (merged)

Proposal

Use https://gitlab.com/gitlab-org/frontend/renovate-gitlab-bot to automatically create an MR to bump the version once a new version is released.

Example: Update dependency auto-deploy-image to v2.52.0 (gitlab-org/gitlab!128329 - merged)
