Create Ingress Metrics Dashboard for Runway GKE Services

Description: We need to establish proper observability for our GKE production workloads by creating ingress metrics and dashboards similar to what we have for Cloud Run services.

Acceptance Criteria:

• Ensure valid ingress metrics are available and being collected
• Create a dashboard for Runway GKE services similar to the existing Cloud Run dashboard
• Document how to access and interpret the dashboard
• Service catalog and metrics catalog created like cloud run
