Set up consistent testing for new CINC and OS versions

One area of our provisioning system is that we do not test widely and test new versions of Cinc and Ubuntu. Wether we use packer with chef-zero, or we use kitchen, or some other tooling, we should adopt and put into place a system of testing forward versions as soon as they are available. The goal being to have high confidence that we can identify and begin work on these new versions before they are used in production.
