Improve production observability of Runway services

In a recent Developer Experience survey, the "Production debugging" category ranked in the second worst place.

We should make sure that all Runway services can provide insights into their production state, including:

  • ✅ Metrics
  • ✅ Logs
  • ❌ Traces
  • ✅ Continuous Profiling
