Decommission "Vector"

Originally, the Observability team wanted us to use "Vector" as our logging agent.

However, during the project we pivoted and are now using OpenTelemetry Collector for logging and metrics instead.

Vector is unused and on EKS does not start up and crashes.

We should remove this from our clusters and reclaim the resources.
