Automate creation of team OKTA account and Vault access

This came up in this Slack thread (internal) where the Duo Workflow team was trying to follow the docs to get access to set Runway secrets in https://gitlab.com/gitlab-org/gitlab/-/issues/478890 and https://gitlab.com/gitlab-com/business-technology/change-management/-/issues/1173 but we waited over 2 months with no response from IT. There is some follow up now after locating the newly responsible person as the previous person left. But still this process was pretty convoluted even excluding the wait time as they want you to fill out a YAML file with questions that don't make sense in a format that barely comprehensible.

This was by far the biggest friction for setting up a new Runway service and it's also totally mechanical work that could be automated.
