Replace fluentd-archiver with vector

We have been looking at vecotr.dev as a more performance and scalable replacement for Fluentd.

As part of this one of our first action items should be to replace the fluentd-archiver that is currently in use for archiving some of our logs to GCS.

This is much lower risk to migrate than our primary logging pipeline and will provide a way to test vector and compare its performance.
