(GCP, Partial Tenant) stack for tenant-observability-stack

Now that #4277 (closed) is completed, we should add a new stack to the tenant-observability-stack terraform module to encapsulate this new design pattern.

Done:

• Log sink.
• pub/sub ingestion topic.
• k8s-monitoring-stack integration.
