Update runbooks and docs-hub logging documentation

We need to spend some time going over the logging documentation in Runbooks and ensure this is updated to the current state of the infrastructure. We should also take this opportunity to bring what is relevant into docs-hub.

Desired outcome:

• Runbooks documentation is updated to provide the most up to date playbooks and troubleshooting information for on-call.
• All other information should be moved to the docs-hub.
• Docs-hub logging documentation must be discoverable and linked within the Runbooks where applicable.
