Migrate Grafana to Okta

Grafana currently leverages Google for SSO, however it seems increasingly more systems are being requested to move to Okta.

I imagine this is due to security requirements, but this also helps to streaming and keep SSO consistent across apps.

We would need an application configured in Okta to proceed and the main thing would be to ensure users are still correct mapped once migrated over.
