Error Budgets should be based on full calendar month

Error Budgets currently capture -28d from when the report is run. So, for example, on a month with 31 days, the report only considers from 3rd-31st. This often causes confusion and can skew numbers. We should instead consider the whole calendar month.

The suggestion from @reprazent here is to use the capture_time variable.
