Metric / o11y on inactive sidekiq threads

This is an issue where I'm tracking work on point 1 in production-engineering#25799 (comment 2100368314).

The goal is to detect when Sidekiq Threads or Processes go stale and stop adequately processing jobs and being able to see that when diagnosing problems
