Add Metric Management information to Monitoring section of handbook

On https://handbook.gitlab.com/handbook/engineering/gitlab-com/policies/monitoring we don't currently specify our policy regarding Metrics - similar to what we do for Logging.

We should add some details covering:

• What is the data used for?
• Data Classification level
• Retention period

This is a controlled document that will need a final review and merge by Marin.
