Chatops command to list the active deployment for ci-runners

Overview

We can either have blue or green or both deployment active for the ServiceCI Runners in Production Engineering however there is no easy way to find this out apart from looking at dashboards and see what is running the jobs.

We should have a chatops command to figure this out like /runners status which will show which deployment is active, draining and inactive.
