clean up duplicate logs from our GCS logging archive

Currently we are duplicating logs into our GCS logging archive buckets. We have a sink that is capturing resource.type="gce_instance" OR resource.type="k8s_container" with no exclusions and also the fluentd-archiver service.

We can save unnecessary cost by removing the sinks config and/or archiver service and only storing our container logs once.
