Create a more general purpose stackdriver-exporter for teams

We currently have much of our stackdriver exporter configs in chef, with a few specific use case exporters in helmfiles.

For most use cases we can create a more generic helm release, or ideally a more dynamic deployment that only collects the metrics for a given project as specified by the requesting team.
