Correlate service catalog with service labels

@andrewn brought up a (good) point in #99 (comment 271399546) that service catalog contains all current service information. Since the migration to scoped service labels on the gl-infra group, it becomes easier to create a link between the two.

We can consider using https://gitlab.com/gitlab-com/gl-infra/triage-ops/ to fetch services from service catalog and compare with scoped labels and report when there are discrepancies.
