SRE Manager Hiring - Improve Interview Process and Questions

Today in https://gitlab.com/gitlab-com/people-group/hiring-processes/-/tree/master?ref_type=heads we have the SoT for structuring interview schedules and drawing from questions for Engineering Managers.

For Infrastructure and Infra functions with SRE, we need clear signal that candidates have experience in incident management, large scale distributed systems and able to make technical decisions, in accordance with the job family rubrics, and specifically for the needs of Infrastructure Platforms teams.

The goal of this issue is to improve the hiring process for Production facing managers in Infra and codify:

• Interview process with tailored technical interview
• Add questions and scenarios in interview repository for interviewers to use
• Clear rubrics to assess hire/no hire on technical skills for Engineering managers
• Collect feedback for further improvement of this process
